Here is an example of lens flare added to a photo in Photoshop:
Step 1. Choose the lens flare you want and drop it over the photo:
Step 2. Set your lens flare on screen mode to have only the preset and no black background.
Step 3. Now position it exactly where you want it, you can modify the size of it depending on the effect you want to create:
Step 4. You can press command J to duplicate your preset and make this effect even more intense. But If you find that one effect is too much, you can click on the layer, create a mask, take a brush black on white, opacity around 50% and just brush over your bokeh. Or you can use gausian blur as well:
